The commencement of some CROW Act 2000 provisions in 2006 effectively transformed every "Road Used as a Public Path" recorded in England and Wales into a new class of "Restricted Byway". (There were no RUPPs in Scotland)
Of course no-one went round and changed all the paper records on the day! Nor will they, until the records are routinely revised over the years. If you visit a council office today and inspect their Definitive Map, it will probably still be marked with RUPPs.
TrailWise sets out to record users contributions as accurately as it can. So, if a user found that the DMS showed RUPP last year - or today come to that - that is what should be recorded. If and when later checks show a change, our record may be updated easily. Second-guessing what it "ought" to say is unnecessary and inaccurate.
The same applies if looking at paper Ordnance Survey maps, which will take some years to catch up with the change. "Say what you see" and enter that into TrailWise.
TrailWise users are reminded that, in the absence of other evidence, RUPPs should be treated as Restricted Byways - with an implication that any motoring rights may have been removed.
